D\u016fvodem je\u00a0novelizace tzv. da\u0148ov\u00e9ho bal\u00ed\u010dku, kter\u00fdm do\u0161lo k \u00faprav\u00e1m limit\u016f pro dlouhodob\u00fd hmotn\u00fd a nehmotn\u00fd majetek.<\/p>\n<p><strong>Aktualizace ke dni 10.5.2018:<\/strong><\/p>\n<p>Na z\u00e1klad\u011b stanoviska V\u00fdb\u011brov\u00e9 komise ze dne 10.5.2018 se stanovuje lh\u016fta na p\u0159edlo\u017een\u00ed stavebn\u00edho povolen\u00ed v pr\u00e1vn\u00ed moci, p\u0159\u00edpadn\u011b Ohl\u00e1\u0161en\u00ed, \u010di potvrzen\u00ed stavebn\u00edho \u00fa\u0159adu, \u017ee dan\u00e1 stavba povolen\u00ed ani ohl\u00e1\u0161ku nevy\u017eaduje, <strong>maxim\u00e1ln\u011b do 15.8.2018 (v\u010detn\u011b)<\/strong>. V p\u0159\u00edpad\u011b, \u017ee v\u00fd\u0161e uveden\u00e9 nebude poskytovateli dotace p\u0159edlo\u017eeno ve stanoven\u00e9 lh\u016ft\u011b, nedojde z jeho strany k podpisu Rozhodnut\u00ed o poskytnut\u00ed dotace a projekt bude ukon\u010den bez financov\u00e1n\u00ed.<\/p>\n<p><strong>P\u016fvodn\u00ed zn\u011bn\u00ed:<\/strong><\/p>\n<p>\u0158\u00eddic\u00ed org\u00e1n OP PIK si dovoluje informovat, \u017ee dne 10.10. 2017 byly v dokumentu <a href=\"https:\/\/www.apiagentura.gov.cz\/wp-content\/uploads\/2017\/07\/P\u0159\u00edloha-\u010d.-5-Pravidla-pro-\u017eadatele-a-p\u0159\u00edjemce-zvl\u00e1\u0161tn\u00ed-\u010d\u00e1st_final-1.pdf\">Pravidla pro \u017eadatele a p\u0159\u00edjemce z OP PIK \u2013 zvl\u00e1\u0161tn\u00ed \u010d\u00e1st<\/a> V\u00fdzvy IV programu Potenci\u00e1l do \u010dl. 2 na stran\u011b 38 dopln\u011bny lh\u016fty pro dolo\u017een\u00ed povinn\u00fdch p\u0159\u00edloh k Rozhodnut\u00ed o poskytnut\u00ed dotace:<\/p>\n<p>\u201eV p\u0159\u00edpad\u011b, \u017ee \u017dadatel akceptuje Rozhodnut\u00ed o poskytnut\u00ed dotace, informuje o t\u00e9to skute\u010dnosti projektov\u00e9ho mana\u017eera odpov\u011bd\u00ed na p\u016fvodn\u00ed depe\u0161i. Z\u00e1rove\u0148 jako p\u0159\u00edlohu t\u00e9to depe\u0161e za\u0161le Povinn\u00e9 p\u0159\u00edlohy, kter\u00e9 jsou po\u017eadov\u00e1ny v okam\u017eiku podpisu Rozhodnut\u00ed o poskytnut\u00ed dotace. Lh\u016fta pro akceptaci Rozhodnut\u00ed a dolo\u017een\u00ed v\u0161ech povinn\u00fdch p\u0159\u00edloh, kter\u00e9 jsou po\u017eadov\u00e1ny k podpisu Rozhodnut\u00ed, \u010din\u00ed 10 pracovn\u00edch dn\u00ed od zasl\u00e1n\u00ed v\u00fdzvy k akceptaci Rozhodnut\u00ed. Lh\u016fta na p\u0159edlo\u017een\u00ed stavebn\u00edho povolen\u00ed v pr\u00e1vn\u00ed moci, p\u0159\u00edpadn\u011b Ohl\u00e1\u0161en\u00ed, \u010di potvrzen\u00ed stavebn\u00edho \u00fa\u0159adu, \u017ee dan\u00e1 stavba povolen\u00ed ani ohl\u00e1\u0161ku nevy\u017eaduje, m\u016f\u017ee b\u00fdt na \u017e\u00e1dost \u017eadatele prodlou\u017eena maxim\u00e1ln\u011b na 45 kalend\u00e1\u0159n\u00edch dn\u016f (v\u010detn\u011b) od data zasl\u00e1n\u00ed v\u00fdzvy k akceptaci Rozhodnut\u00ed a dolo\u017een\u00ed Povinn\u00fdch p\u0159\u00edloh. V p\u0159\u00edpad\u011b, \u017ee v\u00fd\u0161e uveden\u00e9 nebude poskytovateli dotace p\u0159edlo\u017eeno ve stanoven\u00e9 lh\u016ft\u011b, nedojde z jeho strany k podpisu Rozhodnut\u00ed o poskytnut\u00ed dotace a projekt bude ukon\u010den bez financov\u00e1n\u00ed.\u201c<\/p>\n<hr \/>\n<h3>Upozorn\u011bn\u00ed pro \u017eadatele<\/h3>\n<p>\u0158\u00eddic\u00ed org\u00e1n OP PIK si dovoluje informovat, \u017ee dne 14. 8. 2017 byla v syst\u00e9mu MS2014+ odstran\u011bna administrativn\u00ed chyba v Identifikaci V\u00fdzvy IV programu podpory Potenci\u00e1l. Procento pro m\u00e9n\u011b rozvinut\u00fd region bylo zm\u011bn\u011bno z hodnoty 0 na 100, procento pro v\u00edce rozvinut\u00fd region bylo zm\u011bn\u011bno z hodnoty 100 na 0.<\/p>\n<hr \/>\n<h3>Z\u00e1kladn\u00ed charakteristiky:<\/h3>\n<p><strong>Kdo m\u016f\u017ee \u017e\u00e1dat<\/strong>\u00a0(p\u0159\u00edjemci podpory):<\/p>\n<ul>\n<li>mal\u00e9 a st\u0159edn\u00ed podniky; typy podporovan\u00fdch pr\u00e1vn\u00edch forem stanovuje text V\u00fdzvy<\/li>\n<\/ul>\n<p><strong>Kolik lze z\u00edskat na jeden projekt<\/strong>\u00a0(forma a v\u00fd\u0161e podpory):<\/p>\n<ul>\n<li>dotace bude poskytov\u00e1na ve v\u00fd\u0161i 50 % celkov\u00fdch zp\u016fsobil\u00fdch v\u00fddaj\u016f bez ohledu na velikost podniku<br \/>\na m\u00edsto realizace.<\/li>\n<li>dotace na projekt je poskytov\u00e1na minim\u00e1ln\u011b ve v\u00fd\u0161i 2 mil. K\u010d a\u00a0maxim\u00e1ln\u011b do v\u00fd\u0161e 50 mil. K\u010d<\/li>\n<\/ul>\n<p><strong>Na co lze z\u00edskat podporu\u00a0<\/strong>(podporovan\u00e9 aktivity):<\/p>\n<ul>\n<li>zalo\u017een\u00ed nebo rozvoj center pr\u016fmyslov\u00e9ho v\u00fdzkumu, v\u00fdvoje a\u00a0inovac\u00ed spo\u010d\u00edvaj\u00edc\u00ed v\u00a0po\u0159\u00edzen\u00ed pozemk\u016f, budov, stroj\u016f\/za\u0159\u00edzen\u00ed a\u00a0jin\u00e9ho vybaven\u00ed centra nezbytn\u00e9ho pro zaji\u0161t\u011bn\u00ed aktivit tohoto centra<\/li>\n<\/ul>\n<p><strong>Jak\u00e9 v\u00fddaje je mo\u017en\u00e9 podpo\u0159it\u00a0<\/strong>(zp\u016fsobil\u00e9 v\u00fddaje):<\/p>\n<ul>\n<li>v\u00fddaje na po\u0159\u00edzen\u00ed pro \u010dinnost VaV nezbytn\u00e9ho dlouhodob\u00e9ho hmotn\u00e9ho majetku, n\u00e1kup pozemk\u016f, budov, stroj\u016f a\u00a0jin\u00e9ho za\u0159\u00edzen\u00ed nezbytn\u00e9ho pro vybaven\u00ed v\u00fdzkumn\u00e9 infrastruktury za podm\u00ednky, \u017ee se jedn\u00e1 o\u00a0odepisovateln\u00e1 aktiva (mimo pozemek)<\/li>\n<li>dlouhodob\u00fd hmotn\u00fd majetek (n\u00e1kup pozemk\u016f, budov, novostavby \u010di technick\u00e9 zhodnocen\u00ed budov, n\u00e1kup stroj\u016f a jin\u00e9ho za\u0159\u00edzen\u00ed nezbytn\u00e9ho pro vybaven\u00ed centra pro VaV)<\/li>\n<li>dlouhodob\u00fd nehmotn\u00fd majetek za p\u0159edpokladu, \u017ee tento majetek spln\u00ed podm\u00ednky stanoven\u00e9 V\u00fdzvou<\/li>\n<li>n\u00e1klady na povinnou publicitu projektu jsou zp\u016fsobil\u00e9 pouze tehdy, pokud napl\u0148uj\u00ed znaky povinn\u00e9 publicity uveden\u00e9 v\u00a0pravidlech ur\u010den\u00fdch spr\u00e1vcem programu<\/li>\n<\/ul>\n<p><strong>Specifika a omezen\u00ed:<\/strong><\/p>\n<ul>\n<li>projekt mus\u00ed b\u00fdt realizov\u00e1n na \u00fazem\u00ed \u010cR mimo hlavn\u00edho m\u011bsta Prahy<\/li>\n<li>shoda projektu s\u00a0N\u00e1rodn\u00ed v\u00fdzkumnou a\u00a0inova\u010dn\u00ed strategi\u00ed pro inteligentn\u00ed specializaci \u010cesk\u00e9 republiky bude ov\u011b\u0159ena v\u00a0r\u00e1mci hodnocen\u00ed projektu; pro ov\u011b\u0159en\u00ed bude \u017eadatel pou\u017e\u00edvat p\u0159\u00edlohu v\u00fdzvy s n\u00e1zvem \u201ePodkladov\u00fd materi\u00e1l pro implementaci N\u00e1rodn\u00ed RIS3 strategie\u201c<\/li>\n<li>ka\u017ed\u00fd \u017eadatel (1 I\u010c) je v t\u00e9to V\u00fdzv\u011b opr\u00e1vn\u011bn p\u0159edlo\u017eit maxim\u00e1ln\u011b jeden projekt (tzn. jednu aktivn\u00ed \u017e\u00e1dosti o podporu, ve kter\u00e9 vystupuje jako p\u0159\u00edjemce)<\/li>\n<li>minim\u00e1ln\u00ed v\u00fd\u0161e investice do dlouhodob\u00e9ho majetku, vyu\u017e\u00edvan\u00e9ho pro \u00fa\u010dely zaji\u0161t\u011bn\u00ed aktivit projektu, \u010din\u00ed pro MSP 4 mil.
